Neighbour from Hell in Court for Harassment

A pensioner who has relentlessly harassed her neighbours has been in court again, to face charges of anti-social behaviour.

 

Kathleen Neal, 78, of Park Lane in Castle Donington began harassing Susan Brookes and her husband Keith in 2002 by lighting several bonfires every day and wafting the smoke over their fence.

 

Neal's behaviour then escalated to include trespassing on her neighbours' property and spraying weed killer through a fence onto the plants next door. The catalogue of complaints also includes silent phone calls made from an unregistered pay-as-you-go mobile phone that had been going on for years.

 

An initial injunction placed on Neal in 2016 failed to change her behaviour, and in August 2017 she was fined £3,500 and threatened with jail for any future offences. Within two weeks of the last judgment, Neal continued her unacceptable behaviour.

 

Judge Robert Owens told Nottingham Magistrates' Court that this was Neal's "last opportunity to see sense and desist."

 

Councillor Trevor Pendleton, chair of Safer North West Leicestershire Partnership, said:

 

"No-one should be subjected to this kind of behaviour in their own home, and we will continue to support the victim should Neal continue. We welcome the latest sentence, and hope that this very real threat of jail has the desired effect."
