Dog walkers without pooh bags will be fined £100.00

Dog walkers have been warned that those caught without poo bags could be fined £100.00, as a local council gives warden's new powers. By return local dog owners have argued it could penalise responsible individuals who regularly abide the rules. 
 
Consequently, Rushcliffe Borough Council in Nottinghamshire have given new powers to local wardens, allowing them to question people out walking their dog if they have 'means' to pick up any waste by their pet.
 
The policy was adopted after being approved by politicians with a borough-wide 'Dog Control Public Space Protection Order' (PSPO).
 
A Dogs trust spokesman said: "Everyone wants to enjoy public spaces free from dog mess, however, we don't believe punishing the masses for the actions of a few is the best approach. We believe education and the encouragement of responsible dog ownership is much more effective than handing out fines, specifically if dog owners are confused and unaware of the PSPO."
 
Walkers who do not have waste bags may receive a £100.00 fine, with costs reduced if they pay early. Similar rules have been applied in other parts of the country like Devon, Lancashire, and Derbyshire.
 
The Kennel Club's head of public affairs, Dr Ed Hayes said: "An important part of being a responsible dog owner means cleaning up any mess and having a supply of dog waste bags with them. However, we are concerned that these measures, suggested by Rushcliffe Borough Council, could see otherwise conscientious owners penalised unfairly."
 
Locals in the borough have argued that there are many instances where an abiding dog walker could be unfairly fined. For example, if they have already used up their bags on the walk, given their spare to someone else or dropped the bags by mistake.
 
Robin Inglis, of Rushcliffe Borough Council, said: 'We're aware the vast majority of dog owners take their responsibilities seriously and these new powers are there to tackle the minority who flout the rules. We are keen to protect residents from any of the issues dog fouling raises. The emphasis will be on engaging and educating dog owners and only applying fines where necessary. Our message to all dog owners is to always carry bags to ensure you're ready to do the right thing and always pick up after your pet.'
