It was during his campaign to become Mayor Of London that he made the remarks. They followed a question that was put to him which asked, "whether those who identify as women should be allowed to go into female-only spaces such as lavatories."
In response Mr Stewart said: "When I was prisons minister we had situations of male prisoners self-identifying as females then raping staff in prison. So I think if someone is biologically male we shouldn't allow that to happen."
The Chief Executive of the Howard League for Penal Reform, Frances Crook, commented, "If that happened, it would be appalling. It is an issue of safety for everybody."
However a spokesperson for the Prison Service spokesman said: "We have no record of this happening. Strict safeguards are in place to manage transgender prisoners while protecting our staff and inmates."
Latterly The Ministry of Justice declined to comment when asked for their reply.
