Furthermore Ministers are suggesting freed terrorists should be subject to Terrorism Prevention and Investigation Measures (TPIMs). These entail the terrorist being monitored round the clock with tight restrictions on contacts and movements.
At present only five UK terrorists are currently held on TPIMs. That is partially a funding issue as the process can cost up to £200,000 per person due to the manpower considerations.
Tighter restrictions have been introduced due to the decision to scrap automatic early release for all terrorist offenders. Two such individuals, Usman Khan and Sudesh Amman, subsequently mounted attacks at London Bridge and Streatham before being shot dead by police.
As such the majority of convicted terrorists will now serve the full prison terms ordered by the judge. This includes those on extended determinate sentences who were jailed for life.
The maximum sentences for other terror offences including membership of a banned organisation will also be increased from 10 to 14 years. All freed terrorists will be required to spend at least a year on licence.
Convicted terrorists can now face lie detector tests.
