A 230,000 sq ft industrial and storage scheme on the site of the former Gulf Oil terminal in Ellesmere Port has been recommended for approval.
The plans, submitted by Peel, will go before Cheshire West and Chester's planning committee next week.
AEW is acting as architect for the scheme, and has outlined two potential options for the site, which is on land just off North Road.
The first includes a single large building of 230,000 sq ft with a maximum height of 55 ft, while the second includes two buildings of 137,000 sq ft and 90,000 sq ft.
The planning application has been submitted without a pre-let, with Peel intending to build the scheme if a letting is secured.
Depending on the project's final design, the scheme is estimated to create between 300 and 600 new jobs.
Council planning officers recommended the scheme for approval dependent on a financial contribution of £10,000 towards an off-site ecological and habitat management scheme, and the delivery of an ecological zone on adjacent land.
