A Burscough homeowner's battle to convert his garage into useable living space is to go before the Secretary of State after West Lancashire Borough Council refused his plans.
In refusing John Radcliffe's initial application, the council's Director of Development and Regeneration, John Harrison, said the conversion would require the creation of an additional parking space, therefore leading to the loss of the front garden.
The refusal states;
"The proposed development conflicts with the National Planning Policy Framework and Policy GN3 of the West Lancashire Local Plan in that the loss of the front garden would have a detrimental impact on the character and appearance of the local area."
However, Mr Radcliffe disagreed with the suggestion that an additional parking space would be necessary, arguing that he couldn't fit his car in the garage anyway.
He said;
"The actual converting of the garage does not appear to be an issue; it is the replacing of the "lost" parking space that is in question. The garage itself is very small and it is due to this we want to convert it into a useable room as we are unable to use it to park the car in, we have tried and failed."
