A report by the NHS Confederation predicts the hospital service will buckle again this winter under strain. It says it will face increased death rates as the number of cancelled operations are set to increase, as are longer waiting times for patients.
Senior managers were surveyed for the report, which showed 54% of employers in the NHS did not expect patients to be treated within four hours this winter, a figure below the NHS's target.
Last year waiting times were the worst for nine years. NHS Figures show more than 300,000 patients waited more than four hours for treatment between January and March 2013.
A further problem the NHS faces over winter is the social care of the elderly once discharged seeing as there is limited support over the weekends.
The report concludes that departments could reach breaking point after "a prolonged period of cold", and "a rapid increase in the acuity of patients".
Major changes to strengthen GP and pharmacy services, and to relieve pressure on A&E departments, are set to be made following the report.
